Job Summary: 

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children) took shelter in different camps in Cox’s Bazar-southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have pro‐actively responding to this crisis with a massive humanitarian response, allocating 2,000 acres of land, coordinating and providing critical assistance such as food, nutrition, shelter, water, health & hygiene, psycho‐social and basic education services to the camps, settlements and host communities. 

ActionAid is implementing Volunteer Service program in Camp 22, 23, 24, 25, 26 and 27 funded by WFP. Besides, ActionAid have ongoing programmes in different sectors e.g. Protection, WASH, NFI etc. inside the camps. As a response agency since September 2017, ActionAid has developed relationships with a range of camp actors, including the Rohingya and their representatives and successfully doing the site management role. ActionAid is working with WFP to facilitate the formation and activation of 6 Rohingya Food Security Committees in 6 intervening camps, provide trainings and incentives to 1800 Rohingya youth and adolescents volunteers to contribute to the effectiveness of camp level services.

We are looking for an Officer – Finance to take charge of the financial health of the project by administering accounting operations to meet all legal and donor requirements. The position holder should be familiar with audits, invoices and budget preparations. Demonstrates interest in managing accounting activities, including bank reconciliations, accounts payable and accounts receivable. Ultimately, the position will be responsible for the day-to-day management of the financial transactions and procedures of the project.


Key responsibilities include (not limited to) :

To prepare payment process by ensuring compliance with AAB policies and statutory

  • Prepare all payments requests under WFP Funded Volunteer Service Project, i.e., Vendor, Third Party, Consultant and Staff in line with AAB, Donor policy, and GOB policies and procedure of county law;
  • Provide entry in the SUN System through ERP/Excel System by ensuring appropriate analysis code, ensure availability of all supporting documents, prepare vouchers (Payment Voucher & Journal Voucher) and handover payment request to the AAB Finance Unit to prepare cheque/Account Transfer-as applicable;
  • Process Staff Float/Advance request and arrange disbursement of the same;
  • Process income from external and internal parties through checking all relevant authorities; process expenditure in a timely manner and ensure payments are made efficiently.


Work with PD Team in CXB for developing proposal/project and reporting for WFP Funded Project

  • Develop Budget as per guidance of Programme Unit and amend when needed;
  • Work with the manager to prepare budgets for donors and financial applications;
  • Prepare Burn Rate and Budget Variance Report for the project management;
  • Generate financial reports from the system and analyze for the Project Management, Donor, AAB Management as needed;
  • Assist to analyze overhead budget and cost recovery, update management monthly of spending and income achieved.


Prepare financial reports to the project/AAB management, donor and audit purpose

  • Prepare financial reports to the project/AAB management, donor and audit purpose;
  • Ensure report submission in time;
  • Follow-up observations from the donor/auditors;
  • Ensure documentation of project related.


TAX & VAT calculation, deduction, deposit and track on timeline of the Government

  • Ensure statutory compliance regarding TDS and VDS from various bill as applicable rate and record it in the SUN System;
  • Work with CXB Finance Unit on preparation of Vendor wise VAT/ TDS calculation sheet;
  • Maintain all payment documents and ensure documentation in place;
  • Reconcile Vat and Tax ledgers regularly and report to her/his line manager;
  • Prepare financial statements for Audit and facilitate statutory and Donors’ Audit coordination with AAB Finance Unit.


Finance support to the camps of WFP Funded Project

  • Bank and cash management to facilitate volunteers’ payment in the camps;
  •  Support to the programme people regarding financial dealing for the project;
  •  Ensure periodical (weekly, bi-monthly/monthly) payments Maintain all payment documents and ensure documentation in place;
  •  Keep documentation and filing for this project.


Relationships

The person holds this position will be reportable to Manager - Finance.

Required Educational Qualification and Experiences

Education

  • Minimum Graduation with major in finance or Accounting. Professional qualifications or engagement towards qualifications in Chartered Accountancy is desirable.

Experience

  • At least 3 years or more of sound experience in project’s financial management with national and/or international development organization;
  • Experience and knowledge of UN Rules/Framework/Guideline, Tax and VAT rules and procedures are essential;
  • Demonstrable experience with donor funded projects management is desirable.


Required Competencies

  • Skill in financial report development and other reports writing in English and Bengali;
  • Sound knowledge on IFRS/IAS and capable in preparation and analysing financial reports as per guidelines of BAS/IAS standards;
  • Training on financial management will be treated be an added advantage;
  • Tech savvy, experience of using ERP, SUN/Accounting System and Vision etc. will get preference
  • Result driven, ability to work under pressure and meeting deadlines
  • Capable of Budget development, planning, coordination, monitoring results as well as financial management and accounting systems
  • Excellent Interpersonal communication skills and negotiation skills
  • High level of integrity and sense of maintaining confidentiality
  • Gender sensitive and familiar with humanitarian principles.
