ActionAid Bangladesh is looking for suitable candidate for the following position:

 Associate Officer - Monitoring Evaluation Accountability & Learning (MEAL)

Job Summary:

Associate Officer -MEAL is a contractual position of ActionAid Bangladesh. S/he will support the Manager-MEAL (In Charge) for functioning the MEAL system of the organization. The MEAL system is guided by the Country MEAL and international MEAL framework, ALPS and HRBA. The Associate Officer- MEAL will work based on those strategies and standards of ActionAid.

Followings are the major responsibility of Associate Officer-MEAL:

• Ensure quality and timely periodic production of M&E information and ensure a two-way flow of information on implementation.
• Develop monitoring tool and implement for measuring progress in line with project log frame.
• Support to develop data collection tools and reporting template to meet the requirement of MEAL system.
• Undertake regular field visits to monitor and check accuracy of data collection and use of tools.
• Develop case studies and a clearly documented evidence base on the impacts of our work.
• Generate progress reports on a weekly and monthly basis or as per requirement of donor and AAB management
• Active participation in different coordination mechanism in emergency, including UN Clusters/Sectors and NGO coordination mechanism

Key responsibilities include (not limited to):

Functional

• Ensure quality and timely periodic production of M&E information and ensure a two-way flow of
• information on implementation.
• Develop monitoring tool and implement for measuring progress in line with project log frame.
• Ensure accountability mechanism in place for the project.

Technical 

• Develop project M&E database.
• Support to develop data collection tools and reporting template to meet the requirement of MEAL system.
• Undertake regular field visits to monitor and check accuracy of data collection and use of tools.
• Regularly update project data into AAB’s M&E data management system.
• Support to design and conduct baseline study, PDM survey, PVM&E study and review.
• Generate project M&E report as and when required.
• Ensure compliance and quality of data in line with AAB and donor requirements.

Documentation, Reporting and Dissemination

• Document good practices, lessons and challenges and communicate as appropriate.
• Develop case studies and a clearly documented evidence base on the impacts of our work.
• Generate progress reports on a weekly and monthly basis or as per requirement of donor and AAB management
• Active participation in different coordination mechanism in emergency, including UN
• Clusters/Sectors and NGO coordination mechanism.
• Regularly update project data into AAB’s MIS system.
• Develop stories of change & lessons learnt based on the activities of the project to be shared via internal and external mechanisms.
• Draft MEAL inputs into the donor report and others as required.
• Ensure that all MEAL related information and documents are stored in secure locations (online and offline) in line with the donor requirements. 

Relationships

He/she will report to Manager- MEAL(In Charge). S/he is expected to maintain functional relationship with his/her peers in team, priority, project management team. S/he must be able to communicate with other teams and units, both programme and functions of AAB.

Required Educational Qualification and Experience 

• A university degree, preferably a graduate degree in relevant subject areas social sciences,
• development studies, statistics, or a related disciple. Experience in the sector will also be considered favorably.

Experience 

• At least 2 years or more of sound experience in project management especially with focus on monitoring and evaluation in the development sector. Extensive experience in working with NGOs and CSOs will be preferred.

Other Requirements:

• Experience in designing M&E system especially development of MEL framework.
• Knowledge of MS Access, SPSS or similar database management/statistical software package will be an advantage.
• Extensive hands-on experience in implementing M&E strategies and knowledge of qualitative and quantitative methodologies.
• Previous experience in programme/project design and implementation is desirable.
