Job Context

Over a million of Forcibly Displaced Myanmar Nationals (FDMNs) took shelter in 33 camps in Cox’s Bazar, a district in south-eastern Bangladesh in August 2017. The Government of Bangladesh, together with national and international partners, have been proactively responding to this crisis through extensive humanitarian response. There is a coordinated effort to provide critical lifesaving assistance – including food, nutrition, shelter, water, health and hygiene, psycho‐social support and counselling, and basic education services – to the Rohingya people living in the camps and host community settlements. 

ActionAid Bangladesh (AAB) is responding to the Rohingya crisis since 2017 and working on Site Management and Site Development (SMSD), Protection, Disaster Management, WASH and Self-reliance. AAB is working as a site management agency in four camps in Teknaf Uapzia (camp- 21, 26, 27 and NRC), and doing site development work in three camps in Ukhiya Upazila (camp – 11, 12 & 19). AAB has protection and WASH activities in camp – 04, 04 ext., 09, 10, 11, 12 and 18.

AAB is seeking for Sector Lead: SMSD, DRR and Self-reliance for its Rohingya Response Programme (RRP) in Cox’s Bazar who will support the Head of Humanitarian Programme in managing the Rohingya Response Programme and will oversee the SMSD, DRR, WASH and Self-reliance programme. The incumbent will provide technical support to and coordinate all projects related to the sector in the FDMN camps and host community in Cox’s Bazar. S/he will represent AAB in the relevant ISCG sectors and will have a leadership role. The incumbent will also be responsible for maintaining of ActionAid’s working standard and approaches, Core Humanitarian Standards (CHS), Monitoring, Evaluation and Accountability Framework in all projects in her/his portfolio. S/he will support the Progamme and Partnership Development Team and represent ActionAid Bangladesh as and when required in the capacity of a coordination.

 

Key responsibilities include (not limited to)                    

Strategy, Policy, Programme Development and Management

  • Develop Sector Strategies and identify the most appropriate programme interventions aligned with organizations’ mandate, vision, and relevant operational contexts.
  • Advice and support to Head of Humanitarian Programme and Senior Management on Strategic, Programmatic, Government Policy, Donor Coordination & Operational issues which contribute to effective and efficient implementation of all programme under RRP.
  • Contribute to the development of SMSD, DRR, WASH and Self-reliance projects, plans, and processes while ensuring alignment with wider programme and contribute to overall Response Plan and Country Strategic Plan. Identify and integrate innovative and high impact approaches in programme development.
  • Provide technical inputs in line with sector guidance and international standards, while taking into consideration the specific needs of women and girls and other vulnerable groups.
  • Prepare a detailed implementation work plan and maintain regular tracking with necessary adjustments to ensure timely completion of all SMSD, DRR, WASH and Self-reliance projects.
  • Coordinate risk management issues to minimize project risk.
  • Track project performance, especially for analyzing the successful completion of short and long-term delivery.
  • Work closely with the Lead- Partnership Development for RRP fundraising initiative and proposal development.
  • Rollout the PSEA and Core Humanitarian Standard in all projects under his/her supervision.


Government Relations and Coordination

  • Establish strong functional network and relationship with ISCG, UN, Government, and other I/NGO networks relevant with Rohingya response program.
  • Represent AAB in coordination forums, sectors including global CCCM cluster and Strategic Advisory Groups (SAG) for promoting organization’s mandate and coordinate for ensuring smooth implementation at national and local level.
  • Maintain coordination with the DC Office, RRRC Office, CiC Office and NGOAB as required for the programme implementation.
  • Manage coordination with the wider civil society of Cox’s Bazar in close coordination with the key members of AAB’s RRP.


Leadership, Team Management and Capacity Building

  • Supervise and manage all the Project Managers under the SMSD, DRR, WASH and Self-reliance sector of RRP and other members as assigned by higher management of ActionAid Bangladesh.
  • Undertake capacity development initiative for staff on various relevant standard, principles, and Code of Conduct for effective and efficient programming.
  • Provide technical and managerial support to the respective team for day-today operation, including information management, documentation and reporting and ensure progress towards the achievement of outcome and impacts.
  • Build an effective team within the unit managed by the coordinator and beyond to RRP.
  • Monitor team’s performance against the agreed organizational standards, competency framework and key performance indicators and ensure that the performance gaps are identified and resolved.

 

Knowledge, Information Management and MEAL

  • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for the establishment of SMSD, DRR and Self-Reliance MEAL framework.
  • Monitoring, Documentation, and timely reporting of project activities and ensure resources and activities delivered within budget and timeframe. Support finance with monitoring of grants and donor compliance.
  • Develop communication strategy for the Project Implementation team for effective communication with sector, actors, and donors.

 

Relationships

The person holds this position will be reportable to Head of Humanitarian Programme.


Required Educational Qualification and Experiences

 Education

  • Postgraduate in a field of study that offers a comprehensive view of community engagement, humanitarian affairs, refugee affairs, human rights such as Governance, Development Studies, Social Science, or a relevant subject.


Experience

  • At least 7 years of working experience (at least 5 years in Managerial Position) in refugee context particularly in Project Management and advocacy with direct exposure to complete project cycle management.

  • Understanding on SMSD, DRR, WASH and income generating programme.
  • Financial management and budgetary experience are essential.
  • Should be gender sensitive and familiar with Human Rights Based Approach (HRBA).
  • Understanding of CHS, Child Protection issues and PSEA.
