Manager – Administration (Cox’s Bazar Operations)

Role Overview

The position is to manage the administrative functions of the Rohingya Response Programme (RRP) of ActionAid Bangladesh (AAB), which includes coordination of Cox’s Bazar (CXB) admin team, procurement team, logistic team, and general administration of CXB office and other sub-offices based in Cox’s Bazar District. Support to respond to the query of internal and external audit. The position will be a member of ActionAid Bangladesh (AAB) Cox’s Bazar Leadership Team (AAB CXB-LT) and will lead the Security Focal Points (SFP) team of AAB CXB operation. In addition, this position will act as AAB focal person for NGO coordination of the Deputy Commissioner’s office in Cox’s Bazar.

The scope of the position also includes strategic planning and leading the supply chain management, which includes procurement, logistics, store-management, Asst Management etc. S/he will ensure the continuous improvement of administration functions by providing feedback and capacity development support to the team members, providing timely feedback. The Manager - Administration will be responsible for lease agreements, vendor management, outsourcing management, etc. In addition, the incumbent will also be responsible for leading fleet management, event management. 


Key responsibilities include but, not limited to

  • Lead the administration functions of RRP and other sub-offices in Cox’s Bazar district.
  • Work as a member of AAB Cox’s Bazar Leadership Team (AAB CXB-LT) and provide strategic and operational support for administrative issues.
  • Ensure smooth procurement and logistic support to the programme following AAB policies and procedures.
  • Ensure that all procurement and documentation are in compliance with AAB policies, contractual obligations, country law etc., by ensuring accurate Account Code and Analysis Code.
  • Uphold and embody ActionAid’s values and Code of Conduct in each step of administration functions and support to the programme.
  • Provide adequate support to Cox’s Bazar admin team and initiate training/capacity development for continuous improvement.
  • Management of vendors, land/building owners, contractors and caretakers.
  • Ensure that rental and lease agreements are properly maintained, extended, and amended where necessary.
  • Liaise with all the relevant stakeholders to ensure that the buildings are maintained to ensure a conducive working environment.
  • Response to the donor/audit observation (s) and facilitate donor/audit as per their schedule/requirements.
  • Lead the safety-security team of AAB-CXB office as a member of Security Focal Point (SFP) following its ToR.
  • Ensure safety and security protocol for offices, rented apartments, hotels etc.
  • Ensure travel safety and security for both national staff and international staff/visitors.
  • Collect the approvals from respective Govt offices for international visitors or staff.
  • Liaison with Government officials in CXB, i.e., DC Office, RRRC, CiCs, TNO/UNO, ensure participation of AAB in the coordination of these offices and submit reports as per requirement.
  • Coordinate and follow-up programme approval processes from government authorities, including Deputy Commissioner’s Office, UNO Office, and Refugee Relief and Repatriation Commission (RRRC) Office.
  • Monitor the team’s performance against the agreed organisational standards, competency framework and key performance indicators and ensure that the performance gaps are identified and resolved.
  • Regular follow-up of the team members and provide strategic guidelines.
  • Assist Partnership Development (PD) team during programme and proposal development /revision of contract.


Relationships

The Manager – Administration will be reportable to the Head of HROD, ICT and Administration of ActionAid Bangladesh. S/he will closely work with Head of Humanitarian Programme, Manager – Finance (Cox’s Bazar), Programme Leads and project leaders. The Manager - Administration will lead the operations team consisting of procurement, logistics, office administration, fleet management and store management. The incumbent will closely work with the ActionAid Bangladesh Country Office Administration team. S/he also will maintain a professional relationship with all the relevant external stakeholders.


Required qualification and competencies

  • 6 years or more of sound technical experience of working in Core Administration work in National or International Organisation, preferably in INGOs.
  • Post-Graduation in relevant subject (s).
  • Will have the ability to lead the team to achieve organisation’s objective
  • Strategic decision-making ability.
  • Financial management and budgetary experience are essential.
  • Should have the ability to support learning / facilitate changes.
  • Negotiation skills, motivational skills, team building skills are required.  
  • Must be gender-sensitive and familiar with the Human Rights-Based Approach, Child Protection, SHEA and PSEA polices.
  • Ability to work under extreme pressure and multiple deadlines.
  • Good interpersonal skills.
  • Good communication and report writing skills both in English and Bangla.
