Associate Officer – COMs (Community Outreach Members)

Project                        :     Sustainable Solutions and Protection for the Rohingya Community in Camps 10, 11 and 12 funded by UNHCR

Job Context

ActionAid is implementing Community Based Protection (CBP) project with UNHCR targeting 88,185 refugees of camp 10, 11 & 12, situated in Balukhali of Kutupalong expansion site in Ukhia, Cox’s Bazaar. The targeted camps have been identified as areas with heightened protection risks. The project includes Women’s Leadership, Accountability and Shifting the Power to communities for transformative change.

AAB CBP aims to strengthen and expand the mobilisation of the Rohingya communities through their capacity development also through building their agencies.


Key responsibilities include (not limited to)

Recruitment & Profiling

Assist in maintaining database of COMs (date of recruitment, profiles, training attendance) in the respective location of responsibility

Provide regular feedback to Officer- COMs on the status of the COMs and relevant changes in the COMs composition in the camp

Assist COMs team to ensure target for age and gender representation in COMs is reached (50 percent women)

Select Imam/Religious leader, and Women Religious Teacher/Educator through consultation process. Assist in maintaining database of them (date of selection, profiles, session, training attendance) in the respective location of responsibility 

 

Administrative support

  • Work under the guidance of Officer- COMs to implement plan for material and logistical needs of the programme
  • Provide frontline support to COMs in relation to distribution of material (for instance, forms, vests, stationery), administrative (i.e. issuance of ID card, attendance record keep and filing, payment of support cost, approval of sick/business leave) and logistical needs (arrange training venue, lunches, breaks and other amenities) to enable COMs to perform their work efficiently.

 

Supervision of COMs, organization of work plan and mobilization

  • Participate regularly in the COM activities (such as home visits, case referrals and awareness raising) and religious leader (Imam and women religious teacher) to deepen his/her understanding on the work of volunteers, impacts, challenges, areas for improvement.
  • Participate in focus group discussions to collect baseline data, build rapport with the community and obtain information to implement/improve the COM activities and religious leader (Imam and women religious teacher);
  • Facilitate arranging meetings with visitors, representatives from government, local and international organizations.


Weekly debriefing, experience sharing, learning, morale building

  • Work under the direction of Officer- COMs to provide daily update, review past week’s work/activities
  • Support in maintaining communication with the volunteers on a regular basis to understand the problems, challenges they face in their work, and together with the team, identify and implement creative solutions.
  • Assist in Identifying good practices, promote and recognize outstanding work performance or contribution from COM team members and religious leader (Imam and women religious teacher).


Case referral and management

  • Assist in accurate documentation and keep timely record of cases, actions taken, outcome and case status according to the agreed format and presentation style

 

Relationships

The person holds this position will be reportable to Officer - COMs (Community Outreach Members) 


Required Educational Qualification and Experiences

Education

  • Preferably Graduation, at least a bachelor’s degree in Social Science, Gender studies, Social work, Psychology, Sociology, Human Rights, Public Health, International Development and any other relevant field of study.
  • Minimum understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, IASC Gender Guidelines, HAP etc.      

Experience

  • At least 2 year of experience in humanitarian and/or development organizations with significant experience in camp management and/or delivering emergency programs in camp setting.
  • Experience in working with marginalized/vulnerable groups

 

Required Competencies

  • Local Language Proficiency
  • Understanding of Humanitarian Principals
  • Knowledge of Protection and GBV principals
  • Working knowledge of written and spoken Bengali and English.
  • Ability to work independently and foster a team spirit.
  • Ability to work under pressure and tight deadlines.
  • Skills in report writing, documentation and presentation.
  • Gender sensitive and familiar with humanitarian principles, Human Rights Based Approach.
  • Good knowledge of using internet and software packages (i.e. MS Office, etc).
