ActionAid Bangladesh (AAB) invites Expression of Interest (EOI) from qualified, experienced, and technically competent software development firms to design, develop, implement, and support two independent digital systems:
Payroll Management System, and
Procurement Management System.
Although both ToRs are being published simultaneously for administrative convenience, each scope of work is entirely independent. Interested firms may apply for one or both assignments. Separate proposals must be submitted for each ToR.
1. Objective of the EOI
The purpose of this EOI is to identify capable firms with proven expertise in custom system development who can meet the functional, technical, and operational requirements outlined in the respective Terms of Reference (ToRs). AAB intends to engage vendors who can deliver high‑quality, secure, scalable, and user‑friendly systems aligned with organizational policies and operational needs.
2. Summary of Assignments
A) Procurement Management System
AAB seeks to develop a comprehensive, web‑based procurement automation platform that covers:
Material Requisition (MRF) workflow
RFQ creation & vendor notification
Vendor enlistment & compliance management
Digital proposal submission
Comparative Statement (CS) automation
Work Order/Purchase Order management
Goods Receiving Note (GRN)
Warehouse & inventory management
Payment Request Form (PRF) workflow
Reporting & dashboards (Full details are available in the published ToR.)
B) Payroll Management System
AAB intends to implement a centralized payroll system that automates:
Salary structure & payroll calculations
Budget Tracking
Allowances, deductions, and statutory compliance
Staff database integration
Attendance integration (as required)
Pay slip generation & reporting
PR, GF, TAX Management
Year-end summaries and audit trails (Full details are available in the published ToR.)

3. Eligibility & Minimum Requirements
Interested firms must demonstrate the following competencies:
Minimum 3–5 years of experience in developing enterprise-grade software systems
Proven track record of developing HR/Payroll, ERP, Procurement, or workflow automation systems
Strong technical team with demonstrated capacity in application development, security, and database design
Experience working with NGOs, INGOs, development partners, or large private-sector organizations (added advantages)
Ability to provide post‑deployment support, maintenance, and user training
Compliance with data security, information governance, and applicable laws of Bangladesh
4. Submission Requirements
Firms must submit the following documents separately for each ToR:
Technical Proposal
Understanding of assignment
Methodology & proposed work plan
System architecture overview
Security & data protection approach
Project team composition & CVs
Relevant past experience with evidence
Financial Proposal
Detailed cost breakdown
Optional/add‑on pricing (if any)
Annual maintenance cost
Validity period
Legal & Administrative Documents
Trade license
TIN & VAT registration
Company profile
Certificate of incorporation (if applicable)
Note: Firms applying for both ToRs must submit two separate proposals (Technical + Financial for each), clearly indicating the assignment title on the proposal and email subject line.
5. Proposal Submission Process
Interested firms must submit proposals electronically via email or the designated submission portal (if applicable).
The proposal subject line must clearly mention:
“Proposal for Procurement Management System – [Name of Firm]” or
“Proposal for Payroll Management System – [Name of Firm]”
Firms submitting for both must send two separate emails/proposals.
6. Evaluation Process
Proposals will be evaluated according to criteria outlined in each ToR, which typically include:
Technical soundness and compliance with requirements
Relevant organizational and project experience
Team expertise
Proposed methodology & implementation approach
Financial competitiveness
Only shortlisted firms may be invited for presentations, interviews, or clarification meetings.
7. Rights Reserved by AAB
ActionAid Bangladesh reserves the right to:
Accept or reject any proposal without assigning reasons
Award one or both assignments to one or different vendors
Conduct due diligence and seek clarifications
Modify or cancel the EOI process at any stage
Submission of an EOI or proposal does not guarantee award of contract.
