Job Summary: 

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children) took shelter in different camps in Cox’s Bazar-southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have pro‐actively responding to this crisis with a massive humanitarian response, allocating 2,000 acres of land, coordinating and providing critical assistance such as food, nutrition, shelter, water, health & hygiene, psycho‐social and basic education services to the camps, settlements and host communities. 

ActionAid is implementing Volunteer Service program in Camp 22, 23, 24, 25, 26 and 27 funded by WFP. Besides, ActionAid have ongoing programmes in different sectors e.g. Protection, WASH, NFI etc. inside the camps. As a response agency since September 2017, ActionAid has developed relationships with a range of camp actors, including the Rohingya and their representatives and successfully doing the site management role. ActionAid is working with WFP to facilitate the formation and activation of 6 Rohingya Food Security Committees in 6 intervening camps, provide trainings and incentives to 1800 Rohingya youth and adolescents volunteers to contribute to the effectiveness of camp level services.

We are looking for a responsible Project Coordinator to administer and organize WFP volunteer service Project, from regular activities to more complex plans. Project Coordinator will be engaged to prepare comprehensive action plans, including resources, timeframes and budgets for projects. S/he will perform various coordinating tasks, like schedule and risk management, along with administrative duties and handling financial queries.


Key responsibilities include (not limited to) :

Project Implementation

  • Develop strategies and plan Volunteer Service project activities according to project objectives and donor agreement;
  • Ensure a rapid, effective and timely response, holding overall responsibility for project achievements and results;
  • Manage coordination among team members and take necessary capacity-building initiatives for creating a dynamic working environment;
  • Follow the deadlines of planned activities to ensure programme implementation as per donors’ agreement;
  • Take initiative to ensure accountability to community, government and donors in operational level as well as manage inter-partner monitoring and coordination;
  • Manage the human resources, financial and logistical means of the project; ensure they are adequate to meet the needs. Participates in identifying solutions if there is any discrepancy.


Budget Implementation

  • Ensure budget vs expenditure monitoring and develop necessary tools for budget management in coordination with the finance department;
  • Confirm financial requisitions and material requests are submitted on time following project budget lines;
  • Assist in procurement and make sure organizational policy and guidelines are properly maintained;
  • Support finance department to prepare financial report and others.


Donor Communication and Reporting 

  • Responsible for ensuring quality reports (interim, final, donor report and others) and documentation;
  • Submit reports to the donor and respond to queries as applicable;
  • Guide the reporting team to prepare quality reports.

           

Coordination

  • Must ensure an effective and active communication, coordination with donors, sectors, ISCG, RRRC, local government and other relevant stakeholders;
  • Coordinate with relevant departments for budget management, procurement, staffing, etc;
  • Liaison with relevant authorities for operational agreement or authorization from the local authorities to ensure project stability and maintain good relations with the local government;
  • Facilitate all visits of donors, internal/external delegates or relevant authorities;
  • Coordinate with partners for result oriented implementation.


Relationships

 The person holds this position will be reportable to Head - Humanitarian Response of Rohingya Response Project.

Required Educational Qualification and Experiences

Education

  • Post-Graduation in relevant subject areas, Social Sciences, Development Studies, Management or Public Administration.

Experience

  • 6 years of sound experience in project’s financial management with national and/or international development organization, including 3 years in managerial positions in any INGO;
  • Experience in project management, from conception to delivery
  • Experience in service-based project implementation is highly desired specially in Rohingya response context.


Required Competencies

Excellent understanding on field operation and camp level programme implementation;

Good communication skills and have experience in working with community people. Proficiency on local language will be an added value;

  • Excellent spoken and written English language skills;
  • Ability to prepare and interpret flowcharts, schedules and step-by-step action plans;
  • Tech Savvy and Proficient in MS Office, Microsoft Project and Microsoft Planner;
  • Solid organizational skills, including multitasking and time-management;
  • Team-work oriented, experience in working effectively and harmoniously with colleagues from varied cultures and professional backgrounds at all levels;
  • Gender sensitive and familiar with humanitarian principles, Human Rights Based Approach.
