Officer- MEAL (Female)

Unit                                                :               Monitoring, Evaluation Accountability and Learning (MEAL)

Key responsibilities include (not limited to) :

Functional

  • Ensure quality and timely periodic production of M&E information and ensure a two-way flow of    information on implementation;
  • Develop monitoring tool and implement for measuring progress in line with project logframe;
  • Ensure accountability mechanism in place for the project.

 

Technical: 

  • Develop Monitoring, Accountability and Learning system for the project;
  • Develop project M&E database;
  • Support to develop data collection tools and reporting template to meet the requirement of MEAL system;
  • Undertake regular field visits to monitor and check accuracy of data collection and use of tools;
  • Regularly update project data into AAB’s M&E data management system;
  • Support to design and conduct baseline study, PDM survey, PVM&E study and review;
  • Generate project M&E report as and when required;
  • Ensure compliance and quality of data in line with AAB and donor requirements.


Facilitate to roll out accountability mechanism for Rohingya Response: 

  • Work closely with programme colleagues to develop feedback and complaint handling mechanism within the community which links to wider M&E processes;
  • Provide technical guidance to young people and partner staff on maintaining standardized     information sharing systems, complaint mechanism etc;
  • Facilitate to collect community feedback, compile and shared with management;
  • Keep regular follow up of the status of community complaint and feedback and shared with management.


Documentation, Reporting and Dissemination

  • Document good practices, lessons and challenges and communicate as appropriate;
  • Develop case studies and a clearly documented evidence base on the impacts of our work;
  • Generate progress reports on a weekly and monthly basis or as per requirement of donor and AAB management;
  • Active participation in different coordination mechanism in emergency, including UN Clusters/Sectors and NGO coordination mechanism;
  • Regularly update project data into AAB’s MIS system;
  • Develop stories of change & lessons learnt based on the activities of the project to be shared via internal and external mechanisms;
  • Draft MEAL inputs into the donor report and others as required;
  • Ensure that all MEAL related information and documents are stored in secure locations (online and offline) in line with the donor requirements.  


Relationships

Under the technical oversight and guidance of the Manager- MEAL from MEAL Unit of AAB, the person holds this position will be directly reportable to Coordinator- Monitoring, Evaluation Accountability and Learning (MEAL) of Humanitarian Response Project.

Required Educational Qualification and Experience 

  • A university degree, preferably a graduate degree in relevant subject areas social sciences, development studies, statistics or a related disciple. Experience in the sector will also be considered favorably;
  • At least 2 years or more of sound experience in project management especially with focus on monitoring and evaluation in the development sector. Extensive experience in working with NGOs and CSOs will be preferred;
  • Extensive hands-on experience in implementing M&E strategies and knowledge of qualitative and quantitative methodologies;
  • Previous experience in programme/project design and implementation is desirable.


Technical Skills

  • Knowledge of MS Access, SPSS or similar database management/statistical software package will be an advantage;
  • Strong interpersonal skills.
  • Demonstrated competence skills in report writing and record keeping in English and Bangla;
  • Excellent knowledge and use of internet, social media and software packages (i.e. Word, Excel, Power Point MS Office, etc.)


Other Requirements:

  • Understanding of Human Rights Based Approach (HRBA) and Core Humanitarian Standard (CHS)
  • Ability to work under extreme pressure and meeting deadlines;
  • Team player with strong experience in multi-cultural and multi-ethnic environments;
