Job Summary: 

The key role of the position is to attain the objectives of Strategic Priority “Resilience and Climate Justice (R&CJ)” of ActionAid Bangladesh’s Country Strategic Paper V (CSP V). The Manager – Resilience and Climate Justice is responsible for overall coordination within the different sub priorities and facilitates interlinkage with other strategic priorities such as Women Rights and Gender Equity, Young People, and Humanitarian Programme. In addition, S/he will work with national and international networks and platforms to advocate ActionAid Bangladesh’s position on Resilience and Climate Justice.


Key responsibilities include (not limited to):

Strategy, Policy, Programme Development and Management 

  • Develop or update strategies and identify the most appropriate programme interventions aligned with organisations’ mandate, vision, and operational contexts.
  • Lead to prepare the plan for Strategic Priority (SP)’s work to achieve the objectives of overall Country Strategy Paper V (CSP V) and oversee implementation of the tasks.
  • Advice and support the Country Director on Strategic, Programmatic, Government Policy, Donor Coordination & Operational issues which contribute to effective and efficient implementation of the programme.
  • Coordinate programme, policy, advocacy and campaigns work of the Resilience and Climate Justice Team from Grassroots to national and international areana.
  • Prepare a detailed work plan and maintain regular tracking with necessary adjustments to ensure timely completion of the work plan.
  • Coordinate risk management issues to sse minimise project / priority risk.
  • Track project performance, especially for analysing the successful completion of short and long-term deliveries.
  • Facilitate coordination between Resilience & Climate Justice Team and other Strategic Priorities, including functional units to ensure programmes and policy initiatives are balanced and comprehensive. 
  • Maintain coordination between projects and programmes focusing on Resilience and Climate Justice issues.
  • Take leadership to prepare annual plans and budget for the Resilience and Climate Justice.

 

Operationalise ActionAid International / Federation Priorities

  • Lead the ‘Delegation’ on Resilience across the Federation in partnership with International Humanitarian Action & Resilience Team (IHART). This includes capacity building of the Delegation Team in  Resilience Hub in Africa and Asia region.
  • Facilitate and co-lead programme, policy and campaign activities at the global level  on climate justice.
  • Co-facilitate and contribute to international advocacy at different spaces, i.e. UNISDR, UNFCCC, UNGA.
  • Work with other ActionAid Member Countries for collectively generating ideas for fundraising and multi-countries project implementations.


Leadership, Team Management and Capacity Building

  • As an Extended Leadership Team (ELT) member, the incumbent will contribute to the overall organisational development process both at the strategic and operational level.
  • People management and undertake capacity development initiative for staff on relevant issues such as networking, fundraising, partnership management and efficient and effective programming.
  • Provide technical and managerial support to the respective team for day-to-day operation, including information management, documentation and reporting and ensure progress towards the achievement of outcome and impacts.
  • Build an effective team within the unit managed by Programme, Policy & Campaigns (PPC).
  • Monitor team’s performance against the agreed organisational standards, competency framework and key performance indicators and ensure that the performance gaps are identified and resolved.


Manage / Oversee Project 

  • Oversee / Manage projects under the Resilience and Climate Justice (R&CJ) team.
  • Coordinate to between Resilience and Climate Justiceteam and other projects and strategic sriorities  to ingachieving the objectives of Resilience and Climate Justice team.


Fund Raising 

  •  Work with Programme and Partnership Development (PPD) Unit to develop programme and sourcing funds from potential donors.
  • Develop and maintain  a database of potential donors (including projects) on Resilience and Climate Justice.
  • Work closely with the Partnership Development Unit for fundraising initiative and proposal development.
  • Lead proactive actions and engage in fundraising for Resilience and Climate Justice (including multi-country projects.

 

Knowledge, Information Management and MEAL

  • Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team  to establish the MEAL framework.
  • Monitoring, documentation, and timely reporting of project activities and ensure resources and activities delivered within budget and timeframe. Support Finance with monitoring of grants and donor compliance.
  • Develop a communication strategy for the Project Implementation team for effective communication with the sector, actors, and donors.

 

Others 

  • Facilitate Green Action of ActionAid Bangladesh and contribute to Global Green Action activities as Green Champion.
  • Any other relevant tasks assigned by the line manager.


Relationships

The person holding this position will be directly reportable to the Head of Programme, Policy & Campaigns of ActionAid Bangladesh. S/he maintains a functional relationship with other strategic priorities and support units.  S/he retains a close working relationship with relevant project teams for accelerated and effective implementation of project/s.The incumbent will maintain liaison and networking in ActionAid International / Federation and other Country Programmes. As ActionAid Bangladesh work with the local partners implementing the programme and projects, the incumbent will maintain the programmatic relationships with the partner organisations.  At the national level, maintain the relationship with relevant Government and Non-Government Agencies/secretariat/ministry, and other stakeholders.


Required Educational Qualification and Experiences

Education

  • Post Graduate/Master Degree on Climate Change, nvironment science. economics,  development studies or relevant  subjects.
  • Training on Resilience and Climate Justice.


Experience

  • At least 6 (Six) years of experience in national level NGOs or INGOs on Resilience and Climate Change related policy and programming.  
  • Understanding of programming issues and policy work.
  • Experience in fundraising work.


Required Competencies

  • Understanding of rights-based approach.
  • Strategic planning and management skills and experience.
  • Negotiation skill, motivational skill, team building skill is required.  
  • Should be gender-sensitive and understand Child Safeguarding, Sexual Harassment and Exploitation and Abuse (SHEA) and Prevention of Sexual Abuse and Exploitation (PSEA). 
  • Ability to work under pressure and multiple deadlines.
  • Excellent interpersonal skills.
  • Excellent communication and report writing skills both in English and Bangla.
