Job Summary: 

Over 1 million of Forcibly Displaced Myanmar Citizen (with the majority comprising women and children) took shelter in different camps in Cox’s Bazar-southern Bangladesh on August 2017. The Government of Bangladesh, together with national and international partners, have pro‐actively responding to this crisis with a massive humanitarian response, allocating 2,000 acres of land, coordinating and providing critical assistance such as food, nutrition, shelter, water, health & hygiene, psycho‐social and basic education services to the camps, settlements and host communities. 

ActionAid is implementing Volunteer Service program in Camp 22, 23, 24, 25, 26 and 27 funded by WFP. Besides, ActionAid have ongoing programmes in different sectors e.g. Protection, WASH, NFI etc. inside the camps. As a response agency since September 2017, ActionAid has developed relationships with a range of camp actors, including the Rohingya and their representatives and successfully doing the site management role. ActionAid is working with WFP to facilitate the formation and activation of 6 Rohingya Food Security Committees in 6 intervening camps, provide trainings and incentives to 1800 Rohingya youth and adolescents volunteers to contribute to the effectiveness of camp level services.

The Accountability Officer will be responsible for implementation of activities related to accountability to affected population and mainly in its aspects related to transparency, complaint and feedback mechanisms and participation across her/his area of intervention. Accountability Officer will also contribute to the definition of Accountability plan and activities for the assigned project in her/his area, such as beneficiaries’ satisfaction survey, community consultation, and ensure its implementation supported by M&E team for field activities.


Key responsibilities include (not limited to) :

Develop and Facilitate Accountability Framework 

  • Develop an accountability framework for AAB Rohingya Response Programme in line with Accountability, Learning and Planning System of ActionAid and Core Humanitarian Standards;
  • Coordinate the accountability system across the Rohingya Response Programme;
  • Ensure accountability practice at downward, peer and upward level by the staff, project participants and stakeholders in entire project management cycle i.e. project development, planning, implementation, monitoring, evaluation and reporting.


Develop and Update Accountability Tools

  • Develop new accountability tools in accordance with CHS;
  • Update existing accountably tools;
  • Orient the new and existing accountability tools to the staff, stakeholders and project participants;
  • Ensure the use of accountability tools at all level in the organization and stakeholders.


Reporting and Rolling-out Accountability Information Management System

  • Roll-out accountability information management system using the online based tools (Kobo, google drive etc.);
  • Ensure updated accountability information to the senior management and project management-based on accountability information dashboard;
  • Integrate the field visit based reports, complaints system, toll free hotline and feedback of the project participants in the accountability information management and reporting system;
  • Develop monthly and quarterly accountability reports and share it to the senior management and project management through the Coordinator-MEAL;
  • Regular camp visit to follow-up the accessibility and use of accountability system by the project participants and ensure information is coming to the established complaint feedback system; 
  • Ensure functioning complaints and response mechanism through effective collection of complaints;
  • Prepare leaning report and communicate with Project Manager, MEAL Manager and Head of Response.


Contribute to the definition of accountability strategy for each project following accountability plan and guidance

  • Assist the Coordinator-MEAL to integrate the accountability findings, area of improvements, learning to address in sector coordination meetings;
  • Assist Line manager to prepare reports and presentations based on accountability findings; 
  • Develop and implement field visit plan based on MEAL framework of Rohingya Response Programme;
  • Assist project management through delivering accountability related contextual data and information during development of new projects.


Relationships

The person holds this position will be reportable to Project Coordinator

Required Educational Qualification and Experiences

Education

  • A university degree, preferably a masters in relevant subject areas of Anthropology, Sociology, URP, Development Studies/Development Management, Women and Gender Studies, Economics or any relevant disciplines of social sciences 

Experience

  • At least 3 years of or more of progressive working experience in MEAL system of development sector.
  • Experience in develop and facilitate accountability system at any international organization working for humanitarian response across the Rohingya Camps.


Required Competencies 

  • Excellent experience working in Rohingya response; Excellent understanding on field operation and camp level programme implementation;
  • Excellent facilitation skills;
  • Ability to work independently and foster a team spirit;
  • Ability to work under pressure and tight deadlines;
  • Skills in report writing, documentation and presentation;
  • Tech Savvy and Proficient in MS Office;
  • Gender sensitive and familiar with humanitarian principles, Human Rights Based Approach.
