ActionAid Bangladesh is looking for suitable candidates for the following position:

Senior Officer- Finance (Re-Announcement)

Project                       : GVB in Humanitarian Response, funded by UNFPA

Location of posting   : Dhaka

Duration of Contract : Up to 31 December 2021, if not extended

Number of positions : 1


Key responsibilities include (not limited to) :

To review the payment process by ensuring compliance with AAB policies and statutory

  • Check all payments requests, i.e., Vendor, Third Party, Consultant and Staff in line with AAB, Donor policy, and GOB policies and procedure of county Law;
  • Provide entry in the SUN System through ERP/Excel System by ensuring appropriate analysis code;
  • Ensure availability of all supporting documents, prepare vouchers (Payment Voucher & Journal Voucher) and handover payment request to the AAB Finance Unit to prepare cheque/Account Transfer-as applicable;
  • Process Staff Float/Advance request and arrange disbursement of the same;
  • Process income from external and internal parties through checking all relevant authorities; process expenditure in a timely manner and ensure payments are made efficiently;


Budgeting and Reporting

  • Preparation, checking and finalizing of donor budget;
  • Prepare Burn Rate and Budget Variance Report for the project management;
  • Generate financial reports from the system and analyze for the Project Management, Donor, AAB Management- as needed;
  • Assist to analyze overhead budget and cost recovery, update management monthly of spending and income achieved;
  • Ensure donor reporting and entry in online based system as per reporting schedule;
  • Ensure timely partners & donor correspondence on various issues related to financial management and reporting;
  • Prepare Monthly Financial Management Report for project; 


Managing Sub-Grants with Partners

  • Preparation, checking and finalizing of project POs budget and agreement;
  • Ensure timely fund disbursement to project POs as per agreement, budget and NGOAB fund clearance (as applicable);
  • Preparation of voucher and checking of expenditures of POs on timely manner;
  • Ensure the partners expenditures record to system (SUN/Vision/ERP software & NAP) in timely basis;
  • Reconciliation of partner’s fund with system;
  • Organize and facilitate capacity development initiative for PO focal;
  • Checking of project documentations process as finance focal;
  • Regular monitoring visit of partner organization on financial issue;
  • Assist in partner organization appraisal process; 


Ensure Statutory Compliances and facilitate the Project Team during auditing, donors’ visiting and management reporting

  • Ensure statutory compliance regarding TDS and VDS from various bill as applicable rate and record it in the SUN System;
  • Ensure statutory compliance as prescribed by Donor, NBR and other Govt. authority;
  • Prepare financial statements for Audit and facilitate statutory and Donors’ Audit coordination with AAB Respective Finance Unit;
  • Assist in external audit and assessment as required by donor; 


Support to partnership team for submission of FD-6, FD-7 etc. at NGOAB

  • Maintain communication with programme people for getting approval/certificate from concern Government Offices in time;
  • Support to prepare FD-6 and FD-7 with relevant documents for Dhaka Office.


Work with PD Team in Dhaka office for developing project proposal and financial reporting

  • Develop Budget as per guidance of Programme Unit and amend when needed;
  • Work with the manager to prepare budgets for donors and financial applications;
  • Prepare Burn Rate and Budget Variance Report for the project management;
  • Generate financial reports from the system and analyze for the Project Management, Donor, AAB Management- as needed;
  • Assist to analyze overhead budget and cost recovery, update management monthly of spending and income achieved.


Relationships

The person holds this position will be reportable to Deputy Manager- Finance (Partnership) of Finance Unit.


Required Educational Qualification and Experiences

Education

  • Master’s in accounting, CA (CC), CC Knowledge Level completed

Experience

  • At least 04 years’ experience in similar position with International or national NGO. 


Required Competencies

  • Sound financial management knowledge and skill.
  • Sound knowledge on statutory and Donors’ compliance issues
  • Ability to design and manage multiple budgets according to donor requirements.
  • Advanced knowledge on Tax, VAT law and procedures.
  • Excellent proficiency in English and Bangla is required for the position, reading, writing and speaking.
  • Microsoft office software including proficiency in excel.
  • Accounting software knowledge is required, experience on SUN and Vision software is preferred.
