Background

The ready-made garments (RMG) and the leather sectors are two key contributors in Bangladesh economy in terms of employment generation, production, export and foreign exchange earnings. The RMG sector is the first and the leather sector is the fifth major export earning source in Bangladesh. Bangladesh is now the second largest exporter in the global apparel market. In spite of such contributions, workers of these sectors suffer due to poor working conditions and constant negligence of labour rights. However, Bangladesh has the lowest wage rate amongst the top 15 garment exporters with workers earning an average of just $0.22 per hour, only 14 percent of what would be part of a living or decent wage. Similarly, the wage of tannery workers is also too low to lead their minimum decent life. The gender composition of these two sectors reveals that most of the RMG workers are female (about 85%), and a significant number of female workers are engaged in leather sector particularly in the tannery factories. Women in these two sectors are under-represented specifically in leadership positions and consequently have lesser access to basic social protection, living wages and entitlements. The project built around these concerns outlines the need for a collective intervention involving relevant stakeholders in the above mentioned sectors.

Specific Objectives

  • Enhance the capacity of CSOs including trade unions working in the garment, leather and tannery industries so as to make workers’ representation effectively.
  • Hold Local Authorities (LAs)s and business owners accountable to labor policies and laws .

Results & Interventions

Expected Results 

  • Strengthened organizational capacity of CSOs and LAs (Labour Welfare Centre) to effectively represent and empower workers
  • Strengthened technical capacity of CSOs to monitor, advocate and hold the government and business owners to account
  • Improved multi-actor coordination, dialogue and partnership for accountability and greater public awareness of entitlements
  • Enhanced operationalization of the Labour Policy and Law through inclusive policy-making and the creation of a knowledge base

Major Interventions

  • Resource pack and training manual development on good governance, rights and entitlements, organizational management and gender issue.
  • Capacity building of workers through training of trainers and step down approach
  • Capacity building of workers and providing employment related information, health care and day care service through café approach
  • Sensitization of factory owners on labour rights and entitlements
  • Capacity building of mid-level management of garment , lather and tannery factories;
  • Advocacy for labour friendly policy and budget
  • Campaigning for safe and worker friendly workplace, gender friendly workplace  and labour friendly budget

The reality is grave for a person seeking refuge in another country, who do not have any guarantee of coming back to their own land, which they use to call home once. Kutupalong in Bangladesh is the largest refugee camp in the world right now, sheltering over 800,000 displaced citizens of Myanmar, the majority of which are minors. There were still inadequate facilitates to provide shelter and required lifesaving items to thousands of incoming Rohingya refugees. Children were roaming around everywhere in the makeshift camps, without a clue of what to do.
